The Common Law Admission Test (CLAT) is the most prestigious law entrance exam in India for admissions into National Law Universities (NLUs). Each year, thousands of aspirants compete for limited seats in top law schools through CLAT UG (for 5-Year Integrated Law Programs) and CLAT PG (for LLM courses).
With the CLAT 2025 results being declared in May 2025, the next crucial step in the admission process is counselling—a centralized, multi-round system managed by the Consortium of NLUs to allot seats based on candidate ranks, preferences, and category.
If you’ve appeared for CLAT 2025 or are planning to appear in future, understanding the result timeline, counselling procedure, seat allotment rounds, and required documents is essential.

CLAT Answer Key 2025
Out of the 18 objections submitted, 13 questions from the CLAT 2025 master question booklet were dismissed by the Delhi High Court, while 5 were upheld. Specifically, one question from the Logical Reasoning section and two from the Quantitative Techniques section were withdrawn. Additionally, the answer keys for one question each in the English and Legal Reasoning sections were revised.
As a result of these revisions, the total marks for CLAT UG 2025 have been reduced from the originally announced 120 to 113. Previously, the answer key for questions 14 and 100 had been altered. These changes are a consequence of the court proceedings and the ruling issued by the Delhi High Court on December 24, 2024, regarding the CLAT 2025 final answer key.
The provisional answer key was initially released on December 2, 2024, at 4 PM. Candidates were provided an objection window from December 2 to December 3, up to 4 PM, during which they could raise objections through their official login by paying a fee of ₹1000 per objection.
After a thorough review of all valid objections, the consortium will publish the revised CLAT 2025 final answer key.

The CLAT 2025 counselling process is entirely online and conducted through the Consortium of NLUs’ official portal. Here’s how to navigate each step, whether you’re applying for the UG (5-year LLB) or PG (LL.M.) program.
Step-by-Step Process

2️⃣ | Register for Counselling: If eligible, click on the counselling registration link and proceed. |
3️⃣ | Pay Counselling Fee: ₹30,000 (Gen/OBC) or ₹20,000 (SC/ST/PwD) via online payment gateway. |
4️⃣ | Submit NLU Preferences: Fill your order of preference for all 24 participating NLUs. |
5️⃣ | Wait for Seat Allotment: Lists are released round-wise based on merit, preference & category. |
6️⃣ | Choose Your Option: After allotment, choose to Freeze, Float, or Exit. |
7️⃣ | Confirm Admission: Upload documents, pay the balance NLU admission fee, and reserve your seat. |
Important Notes:
- Counselling registration does not guarantee a seat.
- You must act within the timelines for each round.

Tip from Experts:
Fill all NLU preferences—even if some seem out of reach. Seat allotment happens based on merit and availability, and unexpected vacancies may arise in later rounds.

CLAT 2025 Counselling Fee Refund Policy
The refund of the CLAT 2025 counselling registration fee is subject to specific conditions. Candidates may be eligible for a full or partial refund depending on the circumstances of their withdrawal or disqualification. All refunds will be processed to the exact bank account details provided by the candidate during registration.
Outlined below are the scenarios under which refunds may be granted or forfeited:
- Candidates who do not secure a seat through the CLAT counselling process will be eligible for a full refund of the counselling registration fee.
- Candidates who voluntarily withdraw from the counselling process by selecting the exit option will also receive a full refund.
- The confirmation fee paid by candidates opting for the freeze or float option is strictly non-refundable.
- Candidates who select freeze or float and pay the confirmation fee but later choose to exit the counselling process will forfeit the confirmation fee. In such cases, the counselling registration fee may be refunded either in whole or after a deduction of ₹5,000, depending on whether the exit is made before or after the prescribed deadline.
- If a candidate is deemed ineligible during the document verification process by the respective NLU at the time of admission, the counselling registration fee will be refunded after a standard deduction of ₹5,000.
CLAT PG 2025 Counselling: Key Differences
While the counselling process for CLAT PG (LL.M.) 2025 follows the same centralized model as UG, there are notable differences in structure, seat availability, and participating institutes.
CLAT PG is conducted for admission to one-year LL.M. programs offered by selected NLUs. With fewer candidates and seats than UG, the PG counselling is quicker, more competitive, and more streamlined.
Key Differences Between CLAT UG and CLAT PG Counselling
Criteria | CLAT UG | CLAT PG |
No. of Seats | ~3000+ | ~800+ |
Participating NLUs | All 24 NLUs | Only ~20 NLUs |
Seat Categories | Includes domicile quotas in some NLUs | Domicile quota generally not applicable |
Rounds of Counselling | 3 | Fewer/parallel rounds after June 10 |
Tie-Breaker Criteria | Legal Reasoning score, age, lottery | Age, lottery |
Preferences Submission | Mandatory | Mandatory |
Program Duration | 5 years (Integrated BA/BBA LLB) | 1 year (LL.M.) |
Expert Tip:
Since LL.M. admissions are fewer and category-specific, rank cut-offs are usually higher and counselling rounds are tighter. Be ready with documents and decisions ahead of time.
Freeze, Float, Exit – What Do These Mean?
During the CLAT 2025 counselling process, once a seat is allotted, candidates are given three options to indicate their next step—Freeze, Float, or Exit. Understanding these options is crucial because your choice determines whether you retain your allotted seat, wait for a better one, or withdraw altogether.
Option 1: Freeze
- You are satisfied with the allotted seat and want to take admission in that specific NLU.
- You will not be considered for further rounds or upgrades.
- Must complete document upload and pay the admission fee to confirm your seat.
Example: You get GNLU Gandhinagar in Round 1 and want to join it—choose Freeze.
Option 2: Float
- You’re not fully satisfied with your current Allotment and want to be considered for a higher-preference NLU in the next round.
- You still retain your current seat unless upgraded.
- You can only “Float” once; if allotted a better NLU later, you cannot go back to your previous seat.
Example: You get RGNUL in Round 1 but prefer NALSAR, so you float and wait for the next round.
Option 3: Exit
- You no longer wish to continue in the counselling process.
- You will forfeit your allotted seat and will not be considered in future rounds.
- Refund is subject to Consortium/NLU refund policies.
Example: You decide to join a private law school instead and don’t want any NLU seat—choose Exit.
Important Reminders
Rule | What It Means |
No Option Chosen = Auto-Freezing | If you don’t act within deadline, your seat will be frozen |
Upgraded Seat via Float = Final | Once upgraded, previous seat is gone permanently |
Exiting After Allotment = No Claim | You lose right to participate further or reclaim the seat |
Choose wisely. Talk to mentors, understand the cut-offs and make a strategic choice—especially if you’re on the borderline of top-tier NLUs.
Common Issues During Counselling & How to Avoid Them
The CLAT counselling process is strictly time-bound and detail-sensitive. Every year, hundreds of candidates face problems not because of low ranks, but due to avoidable mistakes in registration, documentation, or decision-making.
Here are the most common issues—and how you can stay one step ahead:
1. Missing the Counselling Registration Deadline
- Issue: Many students forget to register or pay the counselling fee on time.
- Avoidance Tip: Set reminders for every deadline. Register immediately after the result is declared.
2. Incomplete or Incorrect Document Upload
- Issue: Blurry scans, missing certificates, or incorrect document formats lead to rejections.
- Avoidance Tip: Keep all documents scanned and ready (PDF/JPEG). Double-check names, dates, and category certificates.
3. Confusion Between Freeze, Float & Exit
- Issue: Candidates accidentally freeze or float when they meant the opposite.
- Avoidance Tip: Re-read the instructions. Understand the implications of each option clearly (refer to the above section).
4. Not Checking Consortium Emails/SMS
- Issue: Missed updates can result in a loss of seat.
- Avoidance Tip: Check your registered email and SMS inbox daily, especially during May–June.
5. Choosing Preferences Without Research
- Issue: Randomly selecting NLUs without understanding their ranking, fees, or location.
- Avoidance Tip: Talk to seniors, check NLU websites, and make an informed preference list before registration.
6. Non-Refund of Counselling Fee
- Issue: Assuming the counselling fee will be refunded automatically after withdrawal or exit.
- Avoidance Tip: Read the Consortium’s refund policy carefully. Most refunds are not guaranteed after seat allotment.
Bonus Tip: Always take screenshots of every submission or payment made on the counselling portal.

Final Tips & Important Reminders
The journey from cracking CLAT to securing a seat in a top NLU doesn’t end with your result—it truly begins with intelligent decision-making during counselling. Every year, thousands of aspirants lose out on great colleges not because of rank, but due to avoidable errors, missed deadlines, or misinformed choices.
Here are some final, must-follow tips to ensure your counselling experience is smooth, stress-free, and successful:
Top Tips to Secure Your Seat Successfully
- Check the official portal daily: All announcements, lists, and fee payment windows go live on consortiumofnlus.ac.in. Don’t rely solely on WhatsApp forwards or social media.
- Stick to deadlines like your seat depends on it—because it does! Even a few hours’ delay in fee payment or option selection can cost you your admission.
- Rank ≠ Seat. Preference Order matters. Fill your NLU preferences carefully. Don’t leave out good colleges just because you think you won’t get them.
- Be ready with your documents. Scan everything in advance—mark sheets, category certificates, migration, and passport-size photos—to avoid last-minute panic.
- Choose wisely between Freeze, Float, and Exit. These options shape your NLU path. Understand them fully (revisit Section 10 if needed).
- If in doubt—ask! Contact the CLAT helpdesk or consult mentors. This one decision can shape your law career.
